Delhi High Court Judge Siddharth Mridul organized National Lok Adalat in hybrid manner in all District Court Complexes

New Delhi: DSLSA under the aegis of NALSA and under the guidance of Hon’ble Mr.
Justice Siddharth Mridul, Judge, High Court of Delhi & Executive Chairperson,
DSLSA organized National Lok Adalat in hybrid manner in all District Court
Complexes of Delhi on 21st August, 2022. In this National Lok Adalat, cases under
Section 138, N.I. Act, Criminal Compoundable Cases, Civil Cases, MACT Cases,
Bank Recovery matters, Matrimonial Disputes (except divorce), Land
Acquisition cases, and cases under Labour Disputes, compoundable traffic
challans were taken up.

Lok Adalat is an effective means for amicable resolution of disputes in an
inexpensive and faster manner. DSLSA has been continuously organizing Lok
Adalats benefiting thousands of litigants and resulting into resolution of lakhs of
cases throughout Delhi.

While organizing the today’s Lok Adalats, DSLSA followed appropriate
COVID behaviour and ensured that there is no overcrowding in any court complex
at any point of time. In order to avoid overcrowding in Traffic Courts, litigants were
required to download and take print out of their challan slips from the dedicated
weblink : https://traffic.delhipolice.gov.in/notice/lokadalat which was
provided at the Portal of Delhi Traffic Police as also on the website of our Authority
for disposal. Litigants were provided the facility to choose Court Complex, Court
Number, as well as Time Slot during generation of their Challan Slips. 1,44,000
Lakh challans were downloaded by people.

In this National Lok Adalat, apart from Negotiable Instruments Act,
MACT, Recovery matters, focus was also laid on Criminal Compoundable cases as
during the pandemic period, large number of cases under Section 188 IPC were
registered by the police.

In today’s Lok Adalat, Hon’ble Mr. Justice Siddharth Mridul, Judge,
High Court of Delhi & Executive Chairperson, DSLSA personally visited the
Patiala House Courts complex to oversee the overall arrangements for litigants.
His Lordship also visited the Lok Adalat Benches and saw the working of Lok
Adalats. His Lordship also interacted with the litigants to know about their
cases and difficulty, if any.

Shri Bharat Parashar, Member Secretary, DSLSA along with Special
Secretary, Addl. Secretary, Secretary (Litigation) and other Secretaries of the
District personally supervised the working of the Courts and other
arrangements for the litigants.

In the seven District Court Complexes, 298 Lok Adalat Benches were
constituted to deal with all types of Civil and Criminal Compoundable cases.
1,88,788 cases have been referred in the Lok Adalat. Out of all these 1,37,797 cases
have been disposed of for a total settlement amount of Rs. 195.19 Crore.
Out of the aforesaid data, 598 cases of MACT were settled and
settlement amount was Rs. 56.44 Crore.

It is further informed that especially in one MACT case titled “Pragati
Chauhan vs. Jitender Singh” settled by the Court of Ms. Rajrani, PO MACT/East
Karkardooma, maximum compensation amount agreed to be paid by the
Insurance Company is Rs. 97.92 Lacs.

One oldest criminal case of year 1998 (titled State vs. Rashmir Singh,
FIR No.167/1998, PS Chanakya Puri, u/s 420/466/471/120B IPC) also settled
by Sh. Bhavya Kharail, Ld. MM/New Delhi in plea bargaining Courts.
Lok Adalat bench was also constituted at Delhi High Court, New Delhi
where 56 cases were settled and settlement amount was Rs. 1.75 Crore.
Lok Adalat benches were also constituted at District Consumer Forums
where 51 cases were settled and settlement amount was Rs. 47.66 Lac .
Lok Adalat benches were also constituted at Debt Recovery Tribunals
where 203 cases were settled and settlement amount was Rs. 500.23 Crore.
In this National Lok Adalat, overall 308 Lok Adalat Benches were
constituted in which 1,38,107 cases were settled and settlement amount was
Rs.697.66 Crore.

In all, 1,14,919 (approx.) traffic challans were disposed of in 122
Benches across Delhi.

Keeping in view of peak summer, all necessary arrangements like tenting,
facility of drinking water, sufficient number of chairs, wheel chairs etc. availability
of Ambulance, Dispensary were made in order to facilitate the litigants especially Sr.
Citizens, Divyang persons, Women.

Judges throughout Delhi very actively participated in Lok Adalat.
