NDMC approved various residents & employee centric proposals in its Council Meeting.

New Delhi: New Delhi Municipal Council (NDMC) in its Council Meeting held today initially presided over by Hon’ble Chief Minister, Delhi – Shri. Arvind Kejriwal and later presided over by Hon’ble Minister of State for External Affairs & Culture, Govt. of India – Smt. Meenakashi Lekhi in the presence of Chairperson – NDMC, Shri. Bhupinder Singh Bhalla, Vice-Chairperson- Shri. Satish Upadhyay, MLA & Member NDMC, Shri. Virender Singh Kadian, Members Shri. Kuljeet Singh Chahal, Smt. Vishakha Sailani, Shri. Girish Sachdeva and Secretary- NDMC, Shri. Vikram Singh Malik considered and approved the various residents and Employee centric proposals in the agenda items placed before it.

Council considered and approved the following residentsd and employee centric proposals of the agenda items placed before the Council.

1. NDMC Solar Policy 2022 .

NDMC embarked upon on ambitious journey of shifting to 100% renewable energy. In addition to the broader arrangement of tying up with the Renewable Energy sources; it is also incumbent upon the Council to tap all possible potential of solar energy generation within its jurisdiction.

The Policy known as the “NDMC Solar Policy-2022” shall come in force from the date of Notification. This Policy will be applicable for any solar energy generating system with a capacity of 1 KWph or more. This policy applies to all electricity consumers under all electricity tariffs in NDMC and to all entities that setup and operate solar power plants in NDMC area.

NDMC encourage implementation of grid connected solar plants. All grid connected solar plants shall comply with applicable CEA (Grid Standards) Regulations, 2013 and other applicable rules, regulations, and guidelines as amended from time to time.

NDMC also promote the deployment of solar plants with net metering on all existing up-coming or proposed buildings of government organizations, government owned hospitals, schools and other educational/ technical/research institutes, hostels and training institutes, Fire Stations, Hospitals/Dispensaries, Embassy. Stadium, bridges, public toilets and bus stops, sheds, parking lots, and other Central and State Government buildings.

Today; Council accorded the approval to circulate NDMC Draft Solar Policy 2022 for inviting public comments so that an inclusive and comprehensive NDMC Solar Policy can be formulated.

2. AMENDMENT IN SECTION-390 OF NDMC ACT 1994 REGARDING HON’BLE DELHI HIGH COURT ORDER IN RESPECT TO ENHANCEMENT OF PENALITIES FOR BREACH OF BYE-LAWS OF MALARIA OTHER MOSQUITO BORNE DISEASES.

The Delhi High Court in the order dated 24/12/2021, 25/02/2022 and 25/03/2022 directed GNCTD and local bodies to amend the relevant statutory provisions regarding Malaria and other Mosquito Borne Diseases Bye-laws to enhance the penalty amount to be more effective deterrent.

Since, NDMC is statutory body constituted by NDMC Act, 1994 designated with the function of Municipal Governance of New Delhi area and charged with the duty of provisioning and maintenance of civic amenities to general public at large; Council resolved / approved that the penalty mentioned under Section 390 of NDMC Act 1994 may be amended and penalty amount be enhanced from “five hundred” to “not exceeding five thousand” and wherever the existing word “twenty” occurs shall be substituted by the word “not exceeding two hundred”.

3. Administrative Approval & Expenditure Sanction of Rs. 600 Lakh for procurement of Allopathic Medicines for the year 2022-23.

NDMC provides medical care including medicines to NDMC employees, their dependents and general public who are visiting the NDMC hospitals and dispensaries free of cost. A sum of Rs. 600 Lakh has been allocated for procurement of Allopathic Medicines in the Budget 2022-23.

The Medicine will be procured by open e-tender policy. The Director (MS) will be empowered to call the tender for procurement of medicines. Further, the department also will be empowered to make emergency purchase of medicine up to Rs.2 lakh per month from Kendriya Bhandar to discharge its obligations of medical care towards its employees and their dependents. The Council resolved to approve the above proposal of the Medical Services Department.

4. Revision of Recruitment Rules (RRs) for the post of TGT Modern Indian Languages) (MIL) in NDMC Schools .

Council accorded the approval for the proposed revision/amendments to the Recruitment Rule for the post of TGT (Modern Indian Languages) (MIL) in NDMC schools.

5. Formulation of Recruitment Rules for the post of Special Education Teacher (TGT) in NDMC Schools.

NDMC schools are facing shortage of Special Education Teacher for Physically Handicapped. Speech Impaired, Mentally Retarded and Partially Sighted as said post could not be filled due to non-availability of RRs of Special Education Teachers.

Council accorded the approval for the proposed Recruitment Rule for the post of Special Education Teacher. The department was also directed to take immediate steps to fill the posts at the earliest.

6. NOTIFICATION OF THE RRs FOR THE POSTS OF ARCHITECT DEPARTMENT OF NDMC (CHIEF ARCHITECT, SENIOR ARCHITECT, ARCHITECT, DEPUTY ARCHITECT, ASSISTANT ARCHITECT, ARCHITECTURAL ASSISTANT)

Council accorded the approval for the proposed revision/amendments to the Recruitment Rule for the post of Chief Architect, Sr. Architect, Architect Assistant and Architectural Assistant.
