New Delhi, 21 September 2026:A meeting of the New Delhi Municipal Council (NDMC) Council was held today at Palika Kendra, New Delhi. Several important proposals related to civic amenities, municipal infrastructure, water and sewerage systems, roads and street lighting, electric vehicles, waste management, parking, education, healthcare, digital services and employees were discussed, and various schemes were approved.
At the beginning of the meeting, Shri Parvesh Sahib Singh Verma, Minister, Government of Delhi, presided over the meeting. He administered the oath of allegiance to Shri Manoj Kumar Dwivedi to the office of Chairperson, NDMC, and to the Constitution of India.
The meeting was attended by Ms. Bansuri Swaraj, Member of Parliament, New Delhi; NDMC Vice-Chairperson Shri Kuljeet Singh Chahal; MLA and Member Shri Virender Singh Kadian; Council Members Shri Dinesh Pratap Singh, Shri Anil Valmiki and Smt. Sarita Tomar; and NDMC Secretary Shri Rahul Singh.
The NDMC Council meeting was held in the Council Chamber in the morning. A press conference was organised thereafter at the NDMC Convention Centre. The Chairperson, Vice-Chairperson, Financial Advisor, Council Members, Secretary and Heads of various Departments (HODs) were present.

New Street Lights to Illuminate Dark Spots Across NDMC Area
Shri Chahal said that several locations in the NDMC area do not have adequate lighting, resulting in dark spots. New octagonal street lights will be installed at these locations. The height of these light poles will be 6 metres, 8 metres and 11 metres. The work will also include construction of foundations for the poles, laying of cables and earthing.
The objective is to provide better lighting on roads at night, enhance public safety and facilitate the movement of vehicles and pedestrians. An administrative approval and expenditure sanction of ₹18.26 crore has been accorded for this work.
50% Parking Fee Concession for Electric Vehicles
Shri Chahal said that electric vehicles (EVs) will be provided a 50% concession in parking charges at NDMC parking facilities. The initiative aims to reduce air pollution, promote clean transportation and reduce dependence on petrol and diesel. It will encourage more people to adopt electric vehicles. The concession will be applicable at all parking facilities operated by the NDMC Parking Management Department.
One-Time Waiver Scheme for Old Outstanding Water Bills of Dhobi Ghats
Shri Chahal said that a one-time waiver scheme has been introduced for water consumers of Dhobi Ghats. The main objective is to provide relief from the Late Payment Surcharge (LPSC) imposed on old water bills.
As of April 2026, around ₹63.52 crore was outstanding towards water dues of NDMC. Problems such as long-pending payments and disputes related to bills were being faced in recovery of the outstanding amount. In view of this, the Council has approved a one-time LPSC waiver scheme.
He further informed that the water charges for Dhobi Ghats have also been made simpler and more reasonable. For this purpose, the earlier applicable 2.5 times multiplication factor has been removed. The sewerage charge will remain at 60% of the water consumption charge.
50-Bed AYUSH Hospital to be Established in Sarojini Nagar
Shri Chahal informed that a 50-bed AYUSH Hospital and Research Centre will be established in Sarojini Nagar, New Delhi. The project has been proposed on a 50:50 partnership basis between the Ministry of Housing and Urban Affairs (MoHUA) and NDMC.
The estimated cost of construction of the hospital is around ₹55 crore. He informed that after the hospital becomes operational, the NDMC AYUSH Department will be the institutional partner in its operation and management. The Council has accorded in-principle approval to the project.
“Palika Adarsh Examination Centre” at Moti Bagh
Shri Chahal said that on 26 July 2026, the Hon’ble Prime Minister had announced the constitution of a high-level task force under the leadership of Shri Nandan Nilekani to make the examination system more reliable, transparent and technology-based.
In line with this vision, NDMC has proposed setting up a modern Computer Based Test (CBT) Centre at Moti Bagh, to be named “Palika Adarsh Examination Centre.” Keeping this objective in view, NDMC plans to establish a modern examination centre at Moti Bagh.
Computer-based examinations for students can be conducted at this centre. This will provide students with better examination facilities and will also generate revenue for NDMC.
Smart Parking System in NDMC Area
Shri Chahal said that a proposal has been made to re-invite the RFP for introducing an Intelligent Integrated Parking System, i.e. Smart Parking, in NDMC. Along with this, a proposal has also been made for changes or revision in parking charges in the NDMC area.
The objective of the smart parking system is to make parking easier, more convenient and organised for people and reduce the time spent searching for parking spaces.
Shri Chahal said that modern technology will be used in this system. People will be able to easily obtain information about available parking spaces, as well as parking-related information and make payments through mobile or digital platforms. The navigation facility will also help people reach the parking location.
Digital payment facilities will be available, while the entire parking system can be monitored and operated through the Integrated Command and Control Centre. New technologies and facilities can also be easily integrated into the system in the future.
Escalators to be Replaced for Pedestrians in Connaught Place
Shri Chahal said that the Connaught Place subways are used by a large number of people every day for crossing the roads and remain crowded throughout the day. During the redevelopment of Connaught Place, a total of 22 escalators were installed in 2010.
Shri Chahal said that the 7 escalators included in the proposal have now become completely non-functional, and repairing them would require replacement of several major components. Therefore, it has become necessary to replace them with new escalators.
This will particularly benefit senior citizens, persons with disabilities and the general public by making movement through the subways more convenient.
Shri Chahal said that the Council has approved the replacement of 7 Heavy Duty Outdoor/Public Service Escalators. The work will include a 1-year warranty and 5-year CAMC (maintenance) after installation. An amount of ₹6.09 crore has been sanctioned for this work.
Smart Electricity Metering
Shri Chahal said thatSmart Electricity Metering will be introduced in NDMC to modernise the electricity metering system. An Advanced Metering Infrastructure (AMI) Service Provider will be appointed for this purpose. The system will be implemented under the DBFOOT model.
The objective is to improve monitoring of electricity meters, modernise the metering system and make electricity-related services more effective.

Water Supply System to be Strengthened
Shri Manoj Kumar Dwivedi said that the water supply system in the NDMC area will be further improved. For this purpose, a Water Supply Control Room will be established at a new location on Old R.K. Ashram Marg.
In addition, the old CI water pipeline in the Pandara Road Sub-Division-III area will be replaced with a new DI pipeline. This will help further improve the water supply in the area.
Old Sewerage System to be Improved
Shri Manoj Kumar Dwivedi said that extensive work will be undertaken to improve the old sewerage system in the NDMC area.
Under this, the 2100 mm diameter old RCC sewer line running from C-Hexagon through Lodhi Road, Zakir Hussain Marg, Golf Course and Subramaniam Bharti Marg will be cleaned and repaired. The work will be carried out in two phases. This will further strengthen the sewerage system in the NDMC area.
Sewer Cleaning Through Modern Machines
Shri Manoj Kumar Dwivedi said that two modern Jetting-cum-Suction Sewer Cleaning Machines will be procured for sewer cleaning in NDMC.
These machines will also have a facility for recycling and reusing the water used during the cleaning process. The operation and maintenance of these machines will be carried out for 7 years.
This will enable sewer cleaning to be carried out faster and more efficiently with the help of machines and will improve civic services for citizens.
Waste Management System to be Further Improved
Shri Manoj Kumar Dwivedi said that the draft of the “New Delhi Municipal Council Solid Waste Management Bye-Laws, 2026” has been approved to further improve the waste management system in the NDMC area.
The new rules will help create a more organised and modern system for waste management in the NDMC area.
Recruitment of Employees and Human Resources to be Strengthened
Shri Manoj Kumar Dwivedi said that proposals related to several new posts and recruitment rules have been approved to address the shortage of employees in NDMC and meet the requirements of different departments.
These include posts such as Head Wireman, Wireman, Air Conditioning Operator-cum-Mechanic, Air Conditioning Operator, Junior Engineer (Mechanical), Assistant Director (Official Language), Senior Translation Officer, Junior Translation Officer, Auto Fitter, Centrifugal Mistry, Assistant Security Supervisor and Domestic Science Teacher.
In addition, proposals related to posts of Post Graduate Teachers (PGTs) in various subjects in NDMC Atal Adarsh Vidyalayas have also been approved.
The objective of these decisions is to address staff shortages, improve the recruitment system and ensure more effective delivery of municipal services.
Electricity and Water Billing System to Continue
Shri Manoj Kumar Dwivedi said that the proposal to continue the services being provided through SAP software for electricity and water billing from 1 April 2026 to 31 March 2027 has been approved.
This will help ensure the smooth continuation of the electricity and water billing system.
Bus Queue Shelter Scheme
Shri Manoj Kumar Dwivedi said that the proposal related to the construction, operation and maintenance of Bus Queue Shelters (BQS), Package-I and Package-II, in the NDMC area has been approved.
The work will be carried out on a Build, Operate and Transfer (BOT) basis.
Facility Management at NDCC Phase-II
Shri Dwivedi said that the proposal for providing mechanised facility management and maintenance services in Blocks B and C of NDCC Phase-II has also been approved.
This will help improve the management of cleanliness, maintenance and other facilities in these buildings.
Decisions Related to City Gas Distribution
Shri Dwivedi said that work related to City Gas Distribution (CGD) infrastructure will be expedited.
In view of the challenges related to LPG supply, measures relating to expediting the process of necessary permissions and providing exemption from applicable charges have also been approved.
Proposal to Extend the Period of Special Law Relating to Delhi
Shri Manoj Kumar Dwivedi said that the Council also considered the proposal relating to the extension of the period of the National Capital Territory of Delhi Laws (Special Provisions) Second Act, 2011, and necessary action was taken.
Review of Various Schemes and Works
Shri Dwivedi said that proposals relating to various contracts and schemes falling within the prescribed financial limits were also placed before the Council.
Along with this, the Action Taken Report on ongoing works and schemes already approved by the Council, as well as the Annual Audit Report for the year ended March 2024, were also presented before the Council.
Details of Expenditure on Garbage Collection and Transportation
Shri Manoj Kumar Dwivedi said that information regarding the expenditure incurred on the PPP Project for collection of garbage from the NDMC area and its transportation to designated locations during January 2026 to March 2026 was placed before the Council.
The information included details of expenditure incurred on garbage collection and transportation during each quarter of this period. The information was presented before the Council for review and information.
