Sri Lankan Parliamentary Delegation Visits NDMC to Exchange Best Practices on Civic services issues.

New Delhi, March 25, 2026.A 19 – member Parliamentary delegation from Sri Lanka visited the New Delhi Municipal Council (NDMC) today to engage in a knowledge-sharing interaction on the theme “Civic services issues”. The delegation was led by Hon’ble Shri Asitha Niroshana Egoda Vithana, Member of Sri Lanka Parliament and Oversight Committee on Infra and Strategic Issues.

During the session, NDMC Chairperson Shri Keshav Chandra delivered an insightful presentation highlighting NDMC’s integrated approach to sustainable urban development and modern civic governance for transforming into a smart city. He showcased key initiatives that have made New Delhi one of the cleanest, greenest, and most citizen-friendly capital cities in the country. He also explained the revenue model of the civic body which has various types of taxes, fees, charges and other sources. In his address electricity, water, sewage, roads, green space etc. areas of civics services for the citizens were discussed.

On the occasion, the Secretary, NDMC – Shri Rahul Singh, through a short film presentation, highlighted the remarkable transformation of the NDMC area into a model Smart City by undertaking several forward-looking initiatives under the Smart City Mission, launched in 2016. He elaborated that the mission aims at developing the NDMC area into a sustainable, citizen-friendly, high-quality, and digitally empowered urban landscape. The presentation showcased key projects implemented under the initiative, including promotion of solar-powered energy systems, introduction of smart parking and intelligent transport solutions, strengthening of e-governance services through NDMC 311, installation of smart utility meters, and establishment of an integrated Command and Control Centre for efficient and real-time urban management, thereby enhancing transparency, service delivery, and overall quality of life for residents and visitors.

A presentation covered the Cleanliness initiatives given by Medical Officer of Health – Dr. Shakuntala Srivastava in which a wide range of initiatives included mechanized sanitation, night sweeping operations, scientific solid waste management, segregation at source, and the RRR (Reduce, Reuse, Recycle) model. He also briefed the delegation on the development of Anupam Colonies based on community-driven best practices, extensive horticulture and green-cover expansion efforts, installation of mist sprayers on electric poles to combat air pollution and scientific disposal of e-waste.

While the delegation visited the NDMC’s Integrated Command and Control Center (ICCC), emphasizing NDMC’s commitment to smart governance, incharge of ICCC highlighted through video presentation, how the Council has transformed public service delivery through robust e-governance and m-governance systems. With more than 49 services available online and the NDMC 311 mobile app enabling seamless citizen engagement, the Council has created a transparent, accountable, and efficient digital ecosystem for residents and stakeholders.

The Sri Lankan delegation interacted with the NDMC officers on various issues related to civics services and expressed appreciation for NDMC’s exemplary urban management model and explored avenues for adopting similar practices in Sri Lanka’s urban development strategies.

The Senior NDMC officials including the Secretary, Financial Advisor, Chief Engineers (Civil & Electrical), Chief Architect, Medical Officer of Health, and Directors of various departments were present during the interaction and shared insights on sector-specific initiatives and innovations.

The exchange reinforced NDMC’s commitment to knowledge partnerships and international collaboration in driving forward the global agenda for clean, green, and sustainable cities.
