Inspired by PM Modi Ji’s Vision of a Viksit Bharat@2047, NDMC Passed Key Citizen-Centric, Infrastructure Projects and employee welfare schemes: Kuljeet Singh Chahal

New Delhi Municipal Council (NDMC) in its Council Meeting held today was presided over by Hon’ble Minister, Delhi Govt – Shri Parvesh Sahib Singh Verma in the presence of MP New Delhi, Ms. Bansuri Swaraj, Chairperson – NDMC, Shri. Keshav Chandra, Vice-Chairperson- Shri Kuljeet Singh Chahal, MLA & Member NDMC, Shri Virender Singh Kadian, Council Members – Shri Anil Valmiki and Smt. Sarita Tomar considered and approved the various proposals included in the Agenda.

After the Council Meeting, a press conference was addressed by NDMC Vice Chairman Shri Kuljeet Singh Chahal, during which he briefed the media on several key proposals that were considered and approved. These proposals focus on enhancing citizen services and strengthening infrastructure, in alignment with the Hon’ble Prime Minister Shri Narendra Modi Ji’s vision of a Viksit Bharat@2047.

Shri Chahal informed that the important proposals which have been accorded by the Council today as per following:-

  1. Procurement of 120 MW Firm and Dispatchable Renewable Energy (FDRE) Power on Long Term basis (25 years)

The peak demand of NDMC recorded around 412 MW against the availability of 304 MW of power. There is deficit of around108 MW which is procured through renewable source to meet its peak demand as well as to meet Renewable Power Obligation (RPO) by call of tender at the Deep Portal (Discovery of Efficient Electricity Price) of GOI.

The case is submitted before Council and approved the proposal for procurement of 120 MW firm and Dispatchable Power from Grid connected Renewable Energy Power Project with Energy Storage System on Long Term basis (25 years) Hybrid through M/s NHPC Ltd. to meet the base power demand of NDMC and Renewable Power Obligations (RPO) as well. The Tariff of supply for 25 years is Rs. 4.62/ Kwh including trading margin @7 paisa per unit.

  1. Procurement of Smart Energy Meters for Mass replacement of existing static type operated electronic energy meters.

The work of implementing AMI/IT and SCADA in NDMC on ‘OPEX’ model was awarded to M/s Energy Efficiency Service Ltd. (EESL). EESL replaced the LT direct current 1-phase, 3-Phase & CT operated Smart Meters against this Agreement. After availability of BIS certified HT Smart Meters in market, Technical specifications of HT CT smart meters provided by M/s EESL, were finalized by Technical Sub-Committee and duly communicated.

Further, after conclusion of the meetings, concerned Department apprised that HT Smart meters generate around 60% of revenue collection of NDMC, therefore, it was deliberated that Commercial Department may parallelly explore for procurement of CT operated HT Smart meters by themselves.

Council accorded Administrative Approval & Expenditure Sanction amounting to Rs. 4,56,10,637/- to the Premilarly Estimate for the work of Procurement of LT CT & HT CT Smart Energy Meters for Mass replacement of existing static type LT & HT CT operated electronic energy meters.

  1. Providing & fixing new smart water meters in place of mechanical water meter /damaged water meter inNDMC area.

Presently 20709 water connections are existing in NDMC area. A proposal amounting to Rs.13.98 crore for replacing 5397 nos. defective mechanical water meter by smart water meters has already been processed and is currently at tendering stage. The instant proposal is to replace remaining 15312 nos. mechanical water meter with Smart Water Meter in NDMC area. Accordingly, Preliminary Estimate amounting to Rs.30,84,68,000/- has been prepared for replacing of all remaining 15312 nos, mechanical water meter with smart water meter in NDMC area.

The proposed water meters having salient features are considered while framing of estimate viz All meters are AMI ultrasonic/EMF, R 400-High accuracy, IP 68 Highly water proofing, Magnetically sealed, having no moving parts and Capable of Measuring low flow and high flow.

Resolved by the Council to accord Administrative Approval and Expenditure Sanction amounting to Rs. 30,84,58,000/- for the work of Providing & fixing new smart water meters in place of mechanical water meter/damaged water meter in consumer connection line in NDMC area.

  1. Replacement of old/life served cables at various locations inNDMCarea

A credit sheet of old/life served 33KV cables/ feeders/Interconnector has been received in Planning -33KV division in which it is mentioned that the various old existing 33KV cables/feeders/interconnector have served their useful life and giving frequent troubles/faults, therefore required to be replaced. The details of the life served cables are – 33KV ESS School lane to ESS Schindhia house, 33KV ESS NirmanBhawan to ESS VidyutBhawan, 33KV ESS VidyutBhawan to ESS Shahjahan Road and 33KV ESS BapuDham to ESS Nehru Park.

Council accorded Administrative Approval (A/A) & Expenditure Sanction of amounting to Rs.6,75,86,751/- to the preliminary estimate for the work of Replacement of old/life served cables at various locations in NDMC area.

  1. Shifting of water line in Sarojini Nagar around Sarojini Nagar &Pillangi Village in New Delhi.

The redevelopment work of GPRA Colony at Sarojini Nagar New Delhi is being carried out by NBCC for which shifting of water line in Sarojini Nagar, around Sarojini Nagar and Pillanji Village has to be done in various phases. The NBCC had requested for shifting/divert of water supply lines.

Council accorded the approval of Rs.6,64,54,989/-  for Shifting of water line in Sarojini Nagar around Sarojini Nagar &Pillangi Village, New Delhi.

  1. Purchase of Hydraulic High pressure jetting cum grabbing cum rodding machine for improvement of drainage lines under Drainage service centers inNDMC area.

NDMC area comprises an extensive network of storm water drains, manholes, bell mouths, and gully traps (GTS) designed to manage rainwater runoff and prevent urban flooding. With growing urbanization and changing climatic patterns, maintaining these drainage lines has become critical. NDMC needs continuous upgradation and mechanization efforts to ensure timely de-silting, cleaning, and unclogging of its drainage infrastructure, especially before the monsoon season to avoid water logging.

The case is resolved by the council to accord the preliminary estimate for an amounting to Rs.5,20,15,000/- for Purchase Hydraulic High pressure jetting cum grabbing cum rodding machine for the improvement of drainage lines under Drainage service centres in NDMC area through GeM Portal.

  1. Annual rate contract for providing temporary comfort station/urinals for ladies and gents on hire basis for various functions in entireNDMC area for 3 years.

The NDMC area is a strategically significant zone housing the country’s most vital buildings and institutions, given its prominence, the NDMC area remains a hub of activities, including government functions, events involving mass gatherings, and visits by VVIPs and foreign dignitaries. The civic amenities in this area are meticulously maintained by NDMC to ensure the highest standards of cleanliness and convenience.

To cater to the needs of visitors, spectators, and participants during major national events and celebrations, NDMC arranges temporary comfort stations/urinals. These facilities are essential for maintaining hygiene and convenience during large-scale gatherings Key events.

Resolved by the Council that Administrative Approval and Expenditure Sanction is accorded for the Preliminary Estimate amounting to ₹4,18,80,000/- for “Providing temporary comfort station/ urinals for ladies and gents on hire basis” and for processing the tender.

  1. De-silting/cleaning of Sunehari Nallah Lodhi Road New Delhi (Deposit Work to be carried out by DMRC).

A meeting on the issue of De-silting of the covered portion of SunehariNallah was held at Raj Niwas, the minutes of meeting was issued dated 15.04.2025, in this meeting, and the some decisions were laid down.

  1. At the outset, Hon’ble LG stressed upon to take up the de-silting to the said Nallah as top most priority, to be executed professionally in a time bound manner.
  2. It was further decided that MCD will send communication to DMRC andNDMC. DMRC shall start the process for preparation of estimate etc. at the earliest and submit accordingly.

iii. It was decided that for effective coordination, a team of officers from DMRC, NDMC and MCD shall be constituted at the Executive Engineer level.

The Council resolved the Administrative Approval and Expenditure Sanction for an amounting to Rs.70.44 Cr. for the De-silting/ cleaning of SunehariNallahLodhi Road New Delhi as a deposit work by DMRC and DMRC may be requested for the following: –

  1. The Department charges/supervision charges @6% proposed by DMRC may be waived off.
  2. The detailed technical specifications and estimate be shared with theNDMC.

During the execution, work may be supervised by NDMC to ensure proper flow of runoff of NDMC into the SunehariNallah.

  1. Replacement of existing 06 Nos. Capacitor Bank with auto switch capacitor bank cubical type in various Electric Sub Stations

As per details provided by user divisions, Capacitor Banks, which have served their useful life of 25 years, have been considered for replacement with new Cubical Type 7.2 MVAR Auto Switch Capacitor Bank under North of Kartavya Path and South of Kartavya Path, the details of the existing/life served Capacitor Banks are as – 01 No. each Capacity of 5.04 MVAR capacitor bank installed at Scindia House, Connaught Place, AIIMS, Nirman Bhawan, Vidyut Bhawan and Race course New.

Council accorded Approval for Administrative Approval (A/A) & Expenditure Sanction (E/S) amounting to Rs.5,99,14,524/- to the PE for the work of Replacement of existing 06 nos. Capacitor Bank with auto switch capacitor bank cubical type in various Electric Sub Stations in area of NDMC.

  1. Rehabilitation of old sewer brick barrel lines of 1905 mm dia from KushakNallah to Aurbindo Marg at Brigadier Hoshiyar Singh Marg. 

Resolved by the Council that Change of site for execution of work of sewer line from “KushakNallah to Aurbindo Marg at Brigadier Hoshiyar Singh Marg” to “Akansha working women hostel to Copernicus Marg through Jyoti Rao Phule Marg” with same technology and at already awarded rates on same terms and conditions of agreement with the contractor i.e. M/s N.K. Shah Infra projects.

The Council also allowed the Consultancy services of M/s TTI Consulting Engineers (1) Ltd. from “KushakNallah to Aurbindo Marg at Brigadier Hoshiyar Singh Marg” to “Akansha working women hostel to Copernicus Marg through Jyoti Rao Phule Marg” at already awarded rates on same terms and conditions of agreement.Grant of Extension of time for the hindrance period of above said works held up at site since 03.07.2024 to 30.06.2026.

Approval in Principle (Post-Facto) for the Extra Items amounting to Rs.1.20 Cr. (approx.) for desilting & allied work carried out in the sewer line on tentative rates to be finalized after submission by consultant and further checked by main planning. It is to undertake that after this extra expenditure, the revised expenditure will remain within sanctioned amount.

  1. Allocation of budget for Promotion of Art & Culture inNDMCarea

Allocation of a budget of 1% within NDMC Budget every year for promotion of Culture as well as promotion of Performing and Visual Arts in NDMC area was discussed.

NDMC plan to organize various art & music festivals, seminars, exhibitions etc. to promote the rich cultural heritage of India and give new heights to its image in NDMC jurisdiction. In order to attain the above goals, NDMC has already constituted an Urban Arts and Culture Forum.  NDMC aims to create vibrant platforms to promote artistic expression and community engagement, highlighting its unique aspect and benefits for the community through various activities which will include among other things.

Council approved in principal for allocation of a budget of 1% within NDMC Budget every year for promotion of Culture as well as promotion of Performing and Visual Arts in NDMC area.

  1. Employees welfare and Recruitment Rules amendment & framing
  2. One time policy relaxation for regularization of Type-I and Type-II municipal quarters allotted to ex-NDMCemployeesin the name of their spouse/wards who are regular NDMC employees upon their retirement/death of the original allotee even spouse/wards apply after the lapse of the permissible retention period and waiving off the outstanding dues accrued against them.

Council approved and given direction for – wide publicity shall be given to the decision to ensure that all eligible employees are provided equal opportunity to avail the benefit.

  1. Grant of Hospital Patient Care Allowance (HPCA)to Medical Services Department and Malaria Unit (Health Department) w.e.f. 01.07.2017.Grant of Conveyance Allowance to Medical Doctors: (related to Specialist/Medical Doctors) working in Hospital/Dispensaries. Resolved by the Council to accorded the approval of the department.

Further Shri Chahal informed that NDMC always working for the interest of the employees by amending the framing of RRs and placing the same before the Council time to time.

In today’s Council meeting the RRs of various posts as well as merger of some existing posts are also approved  as per following:-

  1. Framing/Amending of Recruitment Regulations (RRs) for the post of Stenographerin Group ‘C (142 Nos.), approved for framing/amendment of RRs for the posts.
  2. Framing/Amending of Recruitment Regulations (RRs) for the posts of Commercial Departmenti.e. Assistant Commercial Officer (Category ‘A’)(4 Nos.), Superintendent Commercial (Category ‘B’)(8 Nos.), Meter Inspector (Category ‘B’)(20 Nos.), Group In-charge (Category ‘C)(21 Nos.) in New Delhi Municipal Council, Council approved proposal of framing/amendment of RRs for posts.
  3. Framing/Amending of Recruitment Regulations (RRs) for the post of Personal Assistant(50 Nos.), council approved proposal of framing/amendment of RRs for posts.
  4. f. For Framing of Recruitment Rules (RRs) for the post of Carpenter(32 Nos.) in New Delhi Municipal Council, Council Resolved approval is granted to the Recruitment Rules for the post of Carpenter.
  5. Recruitment Regulations (RRs) for the post of Assistant Sanitary Inspector(81 Nos.) Category ‘C’ in Public Health Services Department of New Delhi Municipal Council approved for framing/amendment of RRs for the posts.
  6. For the Revision of the Recruitment Rules for the posts in the ministerial cadre inNDMC,ie. Section Officer (50 Nos.), Assistant Section Officer (148 Nos.) and Senior Assistant (484 Nos.),Resolved by the Council to accord approval of the department.
  7. For Merger of the existing 17 posts of Deputy Director (Group-B) with the existing 4 posts of Joint Director (Group-A)for increasing the sanctioned strength of the post of Joint Director from existing 4 posts to 21 posts, resolved by the Council to accord approval to the proposal of the department.
  8. Up gradation and merger of the post of Account Officer(16 Nos.) to Senior Account Officer(12 Nos.),Resolved by the Council to accord approval to the proposal of the department.
  9. For framing of Recruitment Regulations (RRS) for the post of Dental Operating Room Assistant (DORA)(5 Nos.) in Category C for Medical Services Department inNDMC, Council approved proposal of framing/amendment of RRs for this posts
