Union Minister Meenakshi Lekhi and LG-Delhi distributes Certificates to 1600 Trainees of Recognition of Prior Learning

New Delhi: Hon’ble Lieutenant Governor of Delhi, Shri Vinai Kumar Saxena awarded the Recognition of Prior Learning (RPL) Certificate to 1600 Trainees in a Certificate Distribution Ceremony held at Talkatora Indoor Stadium in the presence of Smt. Meenakshi Lekhi, Hon’ble Minister of State for Culture and External Affairs, Govt. of India in New Delhi today. NDMC has taken a joint initiative for the Up Skilling Program in collaboration with the Ministry of Skill Development and Enterprises, Govt. of India through National Skill Development Corporation (NSDC).

On the occasion, Ministry of Skill Development and Entrepreneur Secretary Shri Atul Tiwari, Chief Secretary Govt. of NCT of Delhi Shri Naresh Kumar, Principal Secretary to LG Shri Chandrabhushan, Chairman, NDMC – Shri Amit Yadav, Vice- Chairman, NDMC- Shri Satish Upadhyay, CEO, NSDC and MD of NSDC – Shri Ved Mani Tiwari and Secretary, NDMC Dr. Ankita Chakravarty were also present.

After distributing the certificates and congratulating all trainees Shri Saxena said that every man has a skill by inheritance but needs to improvise by up-skilling by the use of new techniques for upgradation of skill. Thereafter they will certainly make a diamond with great value.

Shri Saxena informed that the number of trainees from the different professions will be enhanced to 75000 from the current 25000 completed.

LG Delhi said that youth who are upskilled in the Skill Development programmes should not search for a job but make an entrepreneur to give the job to others. He hopes that the trainees who received the certificate today, have the confidence to be done in their field, all impossible in their past.

He quoted two examples of Skill Development in the Community of Cobblers and Potters. And said that under the Khadi & Village Industrial Corporation (KVIC), an upskilling training programme for the cobblers who earn daily not more than Rs. 200 but after getting training they are able to earn Rs. 500 – 700 daily. Shri Saxena also informed that very shortly a website will be launched to consolidate all skill trainees on a single platform for accessing by clients requiring their professional services.

On the occasion, Smt. Lekhi informed that NDMC in collaboration with NSDC established a Pradhan Mantri Kaushal Vikas Kendra at Mandir Marg, New Delhi in 2016-17 for upskilling of youth to contribute their skills in the development of Nation. She said that certification of any skill is not a recognition but it gives confidence in the person to fly abroad to use their skill and upgrade their income.  She suggested that 5G will be implemented soon so that its related technician will be in demand. Therefore NSDC plans to provide 5G technician in the near future.

The Chairperson, NDMC Shri Amit Yadav informed that more than 5000 employees of NDMC (Regular Must Roll/Contractual) have undergone the RPL training in their related field. He further informed that the total expenditure incurred on this Up Skilling Programme for 25000 persons ios Rs. 4,36,28,000/- NDMC has borne Rs. 2,86,28,000/- and the MSDE contributed Rs.1,50,00,000/- through its Sankalp Fund. Total 26709 candidates have been enrolled, out of which 26424 trained, 22977 assessed and 22221 declared passed.

He also informed that the programme focuses on upskilling the workers in prominent trades across beauty, leather, plumbing, handicraft, agriculture, construction, and others. The RPL/Upskilling program will be implemented in two phases through Sector Skill Councils (SSCs) and their empanelled training providers. 25,000 candidates will be upskilled in the first phase and 50,000 in the second phase.

Speaking on the occasion, Shri Ved Mani Tiwari, CEO, NSDC and MD, NSDC said, “With advancements in technology and automation, traditional job roles are evolving, and new job opportunities are emerging. At NSDC, we are committed to creating an inclusive and diverse skill ecosystem to reduce inequalities by providing opportunities to traditionally marginalized groups, including women, persons with disabilities, and minorities to boost entrepreneurship development and digital literacy of unorganised workers in the state. I firmly believe that the National Capital Region can set a positive example with the implementation of the program, helping to bridge the skill gap and reskill our youth to meet the changing demands of the workforce”.

In the current status, the RPL/upskilling program in Delhi witnessed the huge participation of females and other marginalised communities. Out of the total number of candidates, 31% of them have been females and 19% and 22% have been SC and OBC respectively.

Till date, more than 26,700 candidates have enrolled in the programme, out of which 26,424 have been trained and 22,283 have been certified. The students received world-class training in digital literacy, financial literacy, and entrepreneurship development in specifically set up clusters and camps and at other industry premises.
