Government to Introduce Concessional Local Passes for Vehicle Owners Residing Within 20 km of National Highways

New Delhi: On Tuesday, the government introduced a ‘concessional local pass’ for eligible owners of non-commercial vehicles residing within a 20-kilometer radius of a national highway toll plaza. This facility will be available starting November 1.

According to the Ministry of Road Transport and Highways, the annual fee for a concessional local pass will be ₹1,500 for toll plazas located outside municipal or local urban area limits, and ₹3,000 for those situated within such limits.

The objective of this new system is to provide an affordable travel option for eligible residents living near toll plazas and to facilitate easier commuting for the local population.

Eligible non-commercial vehicle owners residing within a 20-kilometer radius—who possess a valid and active FASTag—may choose between an existing monthly pass and the new concessional local pass for travel through a specific toll plaza.

This pass will be valid exclusively for the designated toll plaza and cannot be used at any other toll plaza.

An official statement noted, “The concessional local pass will not be available on national highways or expressways where toll collection is based on a ‘closed’ user-fee collection system. Furthermore, the pass will not be issued in locations where a service road or an alternative route is available for commuters.”

The annual local pass will be available at eligible toll plazas starting November 1. It can also be obtained via the ‘Rajmarg Yatra’ mobile app.

This amendment has been notified under the National Highway Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026, exercising powers granted by the National Highways Act, 1956. The central government reserves the right to revise these fee rates annually. Additionally, the ‘FASTag Annual Pass’ has recently crossed the significant milestone of 10 million (one crore) units since its launch on August 15 last year.

The Ministry of Road Transport and Highways stated that the annual pass, applicable at approximately 1,150 toll plazas across national highways and national expressways, eliminates the need for frequent FASTag recharges. It requires a one-time payment of ₹3,075. The pass remains valid for one year or up to 200 toll plaza crossings.
